El organismo que regula internacionalmente la aviación se llama OACI
La advertencia estaba dada a todos los operadores, pero son las aerolíneas las que deciden si van o no van por esos sitios, mientras el propio país no cierre el espacio aéreo.
En muchas aerolíneas son máquinas las que generan los planes de vuelo basándose únicamente en el consumo de combustible, y si nadie los revisa puede que pasen por zonas poco aconsejables.

CONSEQUENTLY, THE POTENTIAL EXISTS FOR CIVIL AIRCRAFT TO RECEIVE
CONFUSING AND CONFLICTING ATC INSTRUCTIONS WHILE OPERATING IN THE
DISPUTED AIRSPACE.
